Each year in California thousands of bills, resolutions, constitutional amendments and implementing regulations are introduced and many are passed into law. (For instance in the 2019-2020 legislative session, a total of 4,848 bills were introduced between the Senate and the Assembly and 256 made it into law.)  Also during that time major changes were proposed to regulations that would define the scope of the federal Clean Water Act, State laws related wetlands as vernal pools and take of plants and animals throughout California. These legislative proposals can have drastic impacts to many of the projects and issues that are important to your organizations. Unfortunately many organizations don’t have the staff to review important bills and highlight impacts that these bills may have on your organization or issue important to you.

Thomas Napoli, has been doing bill and regulatory review for more than two decades. He has provided support to organizations analyzing proposed legislation and regulations and providing guidance written comments to organizations and lobbyists that has helped them solve problems, unintended or otherwise, that proposed bills and regulations can create.
